Edward C. Miller
Vice President and Counsel

An expert on financial services and real estate issues, Edward Miller brings 25 years of bi-partisan government affairs and public policy experience to the Federal Group.  Ed comes to the Federal Group from the American Land Title Association (ALTA) where he was Chief Counsel and Vice President for Public Policy.  ALTA represents the interests of 3000 member companies involved in the examination of land title, real estate settlements and title insurance.  Ed directed successful lobbying efforts to significantly amend the Real Estate Settlement Procedures Act rules in 2008 on behalf of the title and real estate industry.  He increased the title industry’s presence on Capitol Hill, with federal agencies and state insurance departments.  Ed managed the most substantial increase in political action committee fundraising in the association’s history and assisted in member recruitment.  Ed managed the development and roll out of “Homeclosing101.com” a consumer oriented website designed to educate homebuyers and sellers on the real estate closing process.  He also was instrumental in the adoption of the “Principles of Fair Conduct” and “Title Industry Consumer Initiative” which promote best practices and consumer protections by the land title industry.

Prior to his role with ALTA, Ed was a Senior Policy Representative at the NATIONAL ASSOCIATION OF REALTORS®, the largest professional trade association in the United States, with over 1.2 million members.  While at the REALTORS®, Ed drafted legislative language and led the successful effort to prevent banks from engaging in the practice of real estate brokerage operations.  He coordinated and designed the REALTORS® Public Policy Conference attended by several hundred members from across the country. 

Ed worked at the American Council of Life Insurers before moving to the REALTORS®, where he focused on risk classification, bank powers, privacy and financial services issues.  He led the effort to remove provisions from the Fair Credit Reporting Act Amendments that would have been onerous to the life insurance industry, and drafted legislative language included in the 2001 amendments to Chapter 11 of the Bankruptcy Code.

Ed started his career in Washington as Legislative Director and Senior Campaign Assistant for Congressman Daniel A. Mica, who represented Florida’s 19th Congressional District for 10 years. 

Mr. Miller is a member of the U.S. Supreme Court and New York State Bars. He holds a Juris Doctorate degree from New York Law School and earned his Bachelor of Arts degree from Manhattanville College in Purchase, New York.
